As Callista states in the second sentence, volcanoes can be easier to detect earlier whereas earthquakes strike unanimously and the consequences are quick. In the amount of time a volcano erupts and flows, two earthquakes could devastate entire towns, killing thousands at a time. In her second reference she quotes that dam walls could crack which could affect not only the city or town the earthquake happened in, but the surrounding cities as well.
