In my opinion volcanoes are much worse because not only there's no way to minimize its effect its way of predicting is also quite hard. Earthquake have buildings to withstand them amongst other advanced technological improvement, but volcanic eruption can only be predicted by careful supervising it and staying alert although its not frequently happening but its effects are as massive as total elimination of an area, such as Pompeii and Krakatoa that ceased to exist with no trace or left behind
